Until recently, they were also not allowed to participate in E-Ride nights , however it seems this policy may be changing. However, I would not count on it.

Yes. If you have one-day, one park tickets, you're stuck with the hotel's transit system, and have no other options. However, if you have any multi-day pass, if the hotel's bus doesn't leave at the time you want to go, take a Disney transit bus to the Downtown Disney Marketplace and walk back to your hotel, or take a bus from the Downtown Disney Marketplace to another point if you find the Downtown Disney Resorts' transit system inconvenient.

Can I walk from the hotel to the Goodings Shopping Center?

It depends. If you have very small children in your party who will object to a half mile walk, or if you plan to get a large load of groceries, I would recommend hailing a cab (it's such a short distance that it can't be too expensive.) However, a party of healthy adults who are looking for a less expensive dinner should have no problems.
