Challenge #418 Where in the world is this?

We are back in the parks. This “character” is only for the parks; he and his friends aren’t famous for a movie or a TV show, and you only see them one season a year.

I stand corrected; he and his buddies do appear on a Disney television program that is on once a year. And they are a popular part of it.
